The project “SMART Decision Support Model for Operational Units in Greece for the Implementation of High CLIMATE Resilience Projects(EKPAR01-0074389)” is co-funded by the European Union under the “Research-Innovate” action of the “Competitiveness 2021–2027” Programme.
The project aims to develop an innovative decision support approach that will form the basis for an Information System (IS), designed to strengthen the capacity of operational units – namely small and medium-sized enterprises (SMEs) and Public Entities – to plan and implement measures that enhance the climate resilience of their infrastructures.
The project commenced in December 2025, and Work Module 1, “Data Collection, State of the Art, and Analyses,” has recently been successfully completed. Within this module, challenges, technologies, relevant tools, and best practices were collected and systematically organised.
Specifically, as part of Work Module 1, MES ENERGY completed the “Technologies & Tools Report,” conducting a systematic review of methods, technologies, tools, and practices that can be used to assess and enhance climate resilience. Particular emphasis was placed on developing a structured library of climate resilience assessment methods and practices, as well as a library of performance indicators. These libraries will form key components of the Information System’s knowledge base, supporting informed decision-making.
Work Module 2, “Development of Specifications for the Decision Support Model,” is already underway. This module focuses on developing the core methodology for creating an integrated and user-friendly tool that will effectively support Public Entities and SMEs across Greece in making evidence-based decisions regarding interventions aimed at enhancing the climate resilience of their infrastructures.
As the leader of Task 2.3, MES ENERGY is conducting comprehensive energy and thermal simulations across Greece’s four climate zones to extract key climate resilience performance indicators.
The Information System will utilise a wide range of data, including resource consumption data, climate data, geometric and technical data, energy audit results, real-time data, location-specific information, as well as information on available funding opportunities.
